Charles Giblin retired as the Special Agent in Charge of the NJ Department of Treasury Office of Criminal Investigation & Internal Security (OCI), a New Jersey State law enforcement agency.


As a career law enforcement officer with over 45 years of experience, he led the largest expansion of NJ Treasury OCI in its history. He designed and executed OCI’s reorganization, the most significant in its history. It also included adding homeland security, emergency management responsibilities as well as integrity, background and professional responsibility investigations for over 2,000 Treasury employees. He advanced the agency’s involvement with the FBI’s Joint Terrorism Task Force and US Department of Homeland Security – HSI with the assignment of Task Force Officers. Giblin established OCI’s relationship with the NJ Regional Operations Intelligence Center (ROIC) by creating a full-time Intelligence Officer function in OCI.


Starting his career as a uniformed municipal police officer, he was later a founding member of the Montclair State College Police Department. Giblin began with NJ Treasury in 1983 and held every rank in the organization, serving as Training Officer and Range-master, eventually rising to lead the organization as Special Agent in Charge.


He attended the University of Louisville Southern Police Institute, Montclair State College along with advanced training  at Quantico, VA. and Glynco, GA. Holding numerous law enforcement and public safety instructor certifications, Giblin has been an in-demand instructor through NJ’s premier Top Gun program and lecturer in numerous public safety disciplines, including emergency management, homeland security, hazardous materials and emergency medical services.


Giblin has provided instruction to federal, state & international law enforcement. He has lectured before the American Bar Association & National Association of Attorney’s General on revenue law enforcement. He is a nationally recognized as a subject matter expert in training disciplines and a Federal and State courts expert in contraband smuggling and counterfeiting. He was a contributing editor to several technical legal publications concerning identity theft. In 2018 Giblin was chosen to travel to Israel to participate in an advanced Homeland Security training program.


Giblin is the recipient of the lifetime achievement award from the Federation of Tax Administrators for Tobacco Enforcement, where he also served as the Regional Governor of the Northeast states. Additionally, The US Bureau of Alcohol, Tobacco & Firearms presented Giblin with a National award for alcohol and tobacco enforcement leadership. Giblin has been recognized for investigative excellence by other law enforcement and Prosecutors Offices including twice for valor during his tenure in law enforcement.


Giblin has served on committees of the NJ Domestic Security Task Force. He is a life member of the International Association of Chiefs of Police, serving on the Financial Review subcommittee and Education & Training committee. He is a member of the NJ Police Honor Legion, and a silver life member of the NJ State Policemen’s Benevolent Association.
