Patrick Daly, Managing Director, leads homeland security, infrastructure protection, as well as intelligence and information sharing engagements for Cardinal Point Strategies and serves as Senior Advisor to the Chairman/President.  He is a consultant and advisor to the firm’s clients, as well as highly-regarded government and private sector partners on a variety of issues regarding homeland security, intelligence, violent extremism/terrorism, and risk management.

As a trusted strategist and hands-on project manager, Mr. Daly oversees some of the firm’s most significant accounts and complex projects. He is actively involved with setting strategy, shaping policy, and providing management consulting services to national non-government organizations (NGOs) and global Fortune 150 clients.

Patrick is responsible for managing and supporting internal operations across the CPS enterprise. His vision, experience and breadth-of-knowledge have allowed CPS to develop its position as a thought leader by pioneering several leading-edge homeland security and information sharing initiatives and programs.

Patrick was instrumental in the development of a nationally acclaimed Countering Violence Extremism (CVE) training and community engagement program, as well as other innovative projects including the country’s first non-profit homeland security information sharing and analysis center. Recognized by the U.S. Department of Homeland Security (DHS) as a national model for community homeland security and information sharing initiatives, Mr. Daly was involved with setting strategy, policy and standard operating procedures.

As a seasoned intelligence professional immersed in geo-politics, Patrick is an advisor to some of the leading authorities on homeland security and intelligence. He has served on several mission critical task forces for the DHS and is currently advising the U.S. Army War College Strategic Studies Institute on law enforcement and private sector engagement in Homeland Defense.

He is the author/co-author of several white papers that have guided program development and policy formation for high-level government and private sector homeland security initiatives including the DHS Homeland Security Advisory Council (HSAC).

Prior to joining CPS in 2004, Mr. Daly was a law clerk with the Philadelphia District Attorney’s Office where he worked with assistant district attorneys in the Felony Waiver Unit as part of the team tasked with the prosecution of felony crimes. A graduate of Saint Joseph’s University in Philadelphia, Patrick holds a both a Master of Science and Bachelor of Science degree in criminal justice. His graduate work focused on law enforcement intelligence and crime analysis.
